As we all know, everything has to have a cost! Otherwise you could spam and blast anything you wanted, as many times you wanted! So to help make us a system, I used the Canon Kido numbers/levels to help make a foundation for our costs, and even the power of our techniques/abilities.
This will still be based off of a system different but alike to Kido, but uses there numbers and Canon potency without outright using the numbers. This will help us from keeping people from meta-gaming/god-modding, so that every time you cast a level 60, they don't use a level 61 and declare theirs goes through yours and does damage.
This way they must use something with a noticeable difference in cost AND power to deter yours with any hopes of winning the clash of the techniques. However there are always pars in combat, so something of equal cost would suffice as well, negating itself and the other technique.
This system will work by dividing each 10 numbers into 2 sub-groups. That being said, each tier [letter] it goes up in cost, it becomes significantly higher than the latter.
Here it goes:
Kido 1-5: 1A
Kido 6-10: 1B
Kido 11-15: 2A
Kido 16-20: 2B
Kido 21-25: 3A
Kido 26-30: 3B
Kido 31-35: 4A
Kido 36-40: 4B
Kido 41-45: 5A
Kido 46-50: 5B
Kido 51-55: 6A
Kido 56-60: 6B
Kido 61-65: 7A
Kido 66-70: 7B
Kido 71-75: 8A
Kido 76-80: 8B
Kido 81-85: 9A
Kido 86-90: 9B
Kido 91-95: X
Kido 96-99: Z
Human Tier, HT:
The limit of this tier is that of a 1B spell, however 1A techniques already prove to be increasingly difficult. They can not shoot more than one of these in one post, and for a 1B takes a post for a cooldown.
Puny Tier, PT:
The limit of this tier is a 2B ranked technique. Even learning them proves difficult, however it is possible with enough fortitude & training. The 1A and 1B techniques can be shot consecutively up to 3 times in one post, taking a large toll on the person, leaving them thoroughly tired for a few moments, in need of catching their breathe.
Average Tier, AT:
The normal limit of this tier is 5A, but for those with stronger will to grow, it may be 5B. Casting anything below these is much more easier than before, and most of which can be shot one-after-another. However after firing a 5A or 5B technique, you are noticeably more tired than before. The limit of 5A's they can use in a thread is four, and only two or three 5B's. Exempt for training purposes, where it must be attempted several times, differing with each person.
Strong Tier, ST:
The set limit for this tier is 7B. Their skills in casting anything below that are rather refined, and they are beginning to show some real potential with their power. Casting anything below that of a 7B is done with a slight amount of ease, being able to spam thing 3A and under, anything above still shot consecutively. The limit of 7A's or 7B's they can use in a thread is four. Exempt for training purposes, where it must be attempted several times, differing with each person.
War Tier, WT:
The set limit for this tier is X. Their skills in casting anything below that are rather refined, and they are beginning to show some real potential with their power, or rather already have. Casting anything below that of a 8B is done with a fair amount of ease, being able to spam anything 6A and under. The limit of X's they can use in a thread is four. Exempt for training purposes, where it must be attempted several times, differing with each person.
Deity Tier, DT:
The set limit for this tier is Z. This is a much further gap compared to their previous standards, and only calls for increasingly devastating skills with energies such as Reiryoku, Reishi, and especially Reiatsu. Casting anything, even a X or Z tier technique, is done consecutively. However their limit is six per thread. After all, how many do you need?
Immortal Tier, IT:
Impossible to achieve for non-Canon characters, an Immortal Tier person can spam even Z level techniques like it was a water gun. They are to be revered as the tier names them, however nothing lasts forever.

This is made to help those who desire to know more about how many techniques they can fire, of what scale of power, and how quickly they can fire certain techniques or abilities consecutively. Albeit this does not include the level of the rank/tier they are, the closer they are to the next tier, the more closer they are to being able to cast techniques as if they were that tier.
